境外来华人员账户服务指南
Account Service Guide for Overseas Visitors to China

一、服务对象   
I. Service Recipients

持外国护照、外国人永久居留身份证、港澳居民来往内地通行证、港澳居民居住证、台湾居民来往大陆通行证、台湾居民居住证、中国护照等个人有效身份证件的境外来华人员。
    The overseas visitors coming to China with their personal valid identity documents, including foreign passports, foreign permanent resident ID cards, Mainland travel permits for Hong Kong and Macau residents, Hong Kong and Macao certificates of resident status, Mainland travel permits for Taiwan residents, Taiwan certificates of resident status, and Chinese passports.

         二、办理渠道

II. Service Channels

1.网点办理：直接前往我行任意网点申请开户等账户服务。

1.Bank branches: Directly visit any of our bank branches  to apply for account opening and obtain other account supporting services.

2.入境处办理：通过指定旅行社等方式入境，可提前由指定旅行社与我行就近网点联系，由我行工作人员前往该入境处提供“一站式”开户等账户服务。
    2. Entry agencies: One who enters China through a designated travel agency may entrust the travel agency to contact our nearby bank branches . Then, our staff will visit the travel agency and provide "one-stop" account services.

3.线上“福旅通卡”办理：境外来闽人员还可通过银联云闪付APP或我行手机银行APP“福旅通”卡专区申请办理。
    3. Online application for "Fulvtong Card": The overseas visitors to Fujian Province may also apply for the cards in the card-specific zone of UnionPay APP Cloud Quick Pass or our mobile banking APP "Fulvtong".

三、开户流程
III. Account Opening Procedure

1.简易开户：境外来华人员提供有效身份证件→银行审核开户意愿及用途并采集身份信息→境外来华人员确认开户类型、账户功能及交易限额并设置交易密码→提交完成开户。
    1. Simplified account opening: An overseas visitor to China provides valid identity documents → The Bank checks the willingness and purpose to open an account and collects the visitor's identity information → The visitor confirms the type of the account to be opened, functions and transaction limit of the account and set the transaction password → Submit to complete the account opening.

2.福旅通卡：境外来闽人员登录手机银行APP或云闪付APP→输入“福旅通”→点击“申请”→上传有效证件（目前支持台湾居民来往大陆通行证）并录入相关身份信息→提交完成申请。
    2. Fulvtong Card: An overseas visitor to Fujian Province logs in to the mobile banking APP or APP Cloud Quick Pass → Enter "Fulvtong" → Click on "Application" → Upload a valid certificate (Mainland travel permit for Taiwan residents supported at present) and enter relevant identity information → Submit and complete the application.

温馨提示：福旅通卡支持使用境内或境外手机号码申请，若持境外手机号码申请，建议开通国际漫游接收短信功能。
    Kind reminder: The application for a Fulvtong Card may be filed with a domestic or overseas mobile phone number. To apply for the card with an overseas mobile phone number, it is better to enable international roaming service for receiving short messages.

         四、开户时效

IV. Time Efficiency of Account Opening

在开户资料真实、完整、合规的情况下，我行承诺当日完成开户服务。

Subject to authenticity, integrity and compliance of the account opening materials, our Bank undertakes to finish the account opening on the same day of application filing.

五、开户资料
V. Account Opening Materials

支持仅提供有效身份证件即可开立个人银行结算账户，无需提供其他辅助材料，具体有效身份证件如下：
    Only valid identity documents are required for opening a personal bank settlement account. No other supporting materials shall be provided. Specifically, the valid identity documents are as follows:

1.外国公民，应出具护照或外国人永久居留身份证。

1.Foreign citizens shall show their passports or foreign permanent resident ID cards.

2.香港、澳门特别行政区居民，应出具港澳居民来往内地通行证或港澳居民居住证。
    2.Residents of Hong Kong or Macao Special Administrative Region shall show their Mainland travel or residence permits for Hong Kong and Macau residents.

3.台湾地区居民，应出具台湾居民来往大陆通行证或台湾居民居住证。

3.Residents of Taiwan shall show their Mainland travel or residence permits for Taiwan residents.

4.定居国外的中国公民，应出具中国护照。
4.Chinese citizen settling down abroad shall show their Chinese passports.

5.外国边民，按照边贸结算的有关规定办理。

5.Foreign border citizens shall apply for the accounts according to related rules on border trade settlement.

6.法律、行政法规和国家有关文件规定的其他有效身份证明证件。

6.Other valid identity documents specified under laws, administrative regulations and related national documents.

六、账户服务内容
VI. Account Services

（一）提供多样化个人银行账户服务
(I) Diverse personal bank account services

1.支持开立I类、II类个人银行结算账户；
1. Open type I and II personal bank settlement accounts;

2.支持开立活期存款、定期存款、通知存款账户；

2.Open current deposit account,fixed-term deposit account and notification deposit account;

3.支持办理转账汇款、投资理财等各类资金需求。

3.Demand the needs of transfer, remittance, investment and wealth management.

（二）提供便利化线上账户服务功能
(II) Expedient online account services

支持开通网上银行、手机银行、微信银行及自助设备等非柜面渠道和功能。
        Online banking, mobile banking, WeChat banking, self-service equipment, other non-counter channels and functions may be enabled.

（三）提供“一站式”支付服务
(III) "One-stop" payment services

1.实现简易开户“卡片立等可取，取卡激活即可使用”的金融服务，开卡同步完成非居民税收居民申报；
    Financial services for simplified account opening are available. The cards may be obtained immediately after application filing and activated after obtained card. The declaration as a non-resident taxpayer may be finished synchronously with the account opening;

2.由专业服务人员现场指导绑定微信、支付宝等主流移动支付，提升移动支付无障碍体验。
    On site, professional service personnel guide how to bind accounts with mainstream mobile payment channels such as WeChat and Alipay, to improve barrier-free mobile payment services.

（四）提供专业化外币结售汇、现钞兑换服务

(IV) Professional foreign currency purchase/sale and cash exchange services

1.支持办理结汇、售汇业务；
1. Process applications for foreign exchange settlement and sale;

2.支持外币现钞（美元、欧元、日元、港币、新台币）人民币兑换业务。

2. Support cash exchange between foreign currencies (USD, euro, JPY, HKD and TWD) and RMB.

七、账户服务收费标准
VII. Fee Standards for Account Services

备注：1.具体以对外公示的《福建海峡银行服务收费价格表》为准。
 Remarks: 1. For details, refer to the announced Service Fee Schedule of Haixia Bank of Fujian. 

2.上述为结算账户收费标准，“福旅通卡”不涉及上述收费。
2. The fee standards listed above are for settlement accounts, and "Fulvtong Cards"are excluded.

八、账户服务优惠政策
VIII. Preferential Policies for Account Services

免开卡费、免年费、个人手机银行及个人网银转账免手续费。

No account opening fee or annual fee is collected. Personal transfer by mobile and online banking is exempted from service fees.

九、温馨提示
IX. Kind Reminders

1.请您注意用卡安全，妥善保管好本人银行卡及密码，切勿出租出借身份证件、手机号码、银行账户和安全盾等重要资料，切勿轻信不明信息，保护您珍贵的存款。
    1. Please take care of card and keep your bank card and password safe. Don't lease or lend your important materials such as identity documents, mobile phone numbers, bank accounts and security shields, or trust unknown information, in order to protect your valuable deposits.

2.出借、出租、出售、购买银行账户都是违法行为，如果您的账户被用于从事非法活动，可能将导致您承担巨大的法律风险，累及您的个人信用，甚至需承担刑事责任。
    2. It is illegal to lend, lease, sell or buy bank accounts. If your account is used to engage in illegal activities, you might have to bear significant legal risks. Your personal credit might be affected, and you would even have to assume criminal responsibilities.

3.对于公安机关认定的出租、出售、出借、购买银行账户（含银行卡）或支付账户的单位和个人及相关组织者，假冒他人身份或者虚构代理关系开立银行账户或支付账户的单位和个人，将被列入“黑名单”，账户的所有业务将被中止，同时，5年内暂停其银行账户非柜面业务、支付账户所有业务，5年内不得开立新账户。
    3. The organizations, individuals or related organizers held by the public security organs to lease, sell, lend or buy bank accounts (including bank cards) or payment accounts, or the organizations or individuals applying for bank accounts or payment accounts by impersonating others' identities or fabricating agency relationships will be "blacklisted" and suspended from all account businesses. Besides, they will be suspended from non-counter businesses of their bank and payment accounts within 5 years. They will be banned from opening new accounts within 5 years.

4.如您不慎丢失银行账户介质（银行卡、存折、存单等）或是遗忘账户密码，可以携带您的有效身份证件在我行网点申请挂失补发。
    4. If you accidentally lose your bank account media (including bank cards, passbooks and certificates of deposit certificate) or forget the account password, report the loss and apply for re-issuance at our outlet with your valid identity documents.

    5. For other help, please contact the staff of our bank branches, or dial our bank customer service and complaint hotline 400 893 9999.

 本服务指南以中英文书写，具有同等法律效力。在中英文表述不一致有争议时，应以中文为准。 This service guide  is written by Chinese and English with the same legal effect. In case of disagreement between English and Chinese, the Chinese language shall prevail.
